Karen M. Lee,
President

Karen brings over 20 years experience of hands-on government contracts and program management experience. Prior to starting Insignia Federal Group, Karen served as the Director of Contracts for several small and large government contactors as well as the director of a GSA Consulting firm. In her various roles and companies, Karen has specialized in GSA proposal support and contract management, indirect rate analysis, FAR cost principles, and overall federal contract management and administration. Karen is well versed in the FAR and has spent years performing hands-on cradle to grave contract administration with added expertise in GSA Schedules, contract compliance, and acquisition support. Karen has also worked as Program Director on several multi-million contracts supporting various federal and commercial clients.

Karen earned her JD from American University where she served on Law Review, and her BA in Political Science from Washington College. She is a licensed attorney and a member of the Maryland Bar.

Deborah D. Bowles,
Vice President of Operations

Debbie has nearly 20 years experience in government accounting and auditing and is an expert in government cost accounting. She provides direct oversight on all corporate operations and possesses a unique combination of both accounting and contracts experience. Her prior experience includes purchasing, billing, finance, and contracts with a wide variety of government contractors including Harris Corporation, ManTech International, CACI, and Dyncorp. Debbie also has direct experience as a Project Manager on several large scale training and management support contracts.

Debbie earned her Bachelor's in Accounting from the University of Maryland.

John Nogan, M.A., M.Ed,
Program Manager

John is a strong and dedicated leader with an extensive background spanning several key disciplines, including training, healthcare and privacy issues. John currently serves as the Program Manager for the Department of Defense Privacy and Civil Liberties Division (DPCLD) which is charged with monitoring and overseeing ongoing compliance with privacy and civil liberties regulatory requirements across DoD. Prior to this role, John spent 22 years in the Navy in various roles including Assistant Chief for Education, Training and Personnel at the Navy Bureau of Medicine and Surgery, Operations Director for the Military Training Network at the Uniformed Services University, Leadership Facilitator at the Naval School of Health Sciences and the Total Quality Leadership Department Head at the U.S. Naval Hospital in Guam.

John is not only a seasoned and expert facilitator, but has been instrumental in developing customized training courses specifically designed to the target audience. John holds a BA in Public Administration and two Masters degrees: a Master of Arts in Human Resource Development a Master of Education in Education Leadership.
